PADS VX.2.4 and later:
The copper plane must be in Pour Outline mode in order to add it to a Reuse definition. The copper plane cannot be flooded or in Hatch Outline mode when the Reuse is created.
Type in the modeless command PO to toggle the copper plane outline mode. The status bar should display "Show Pour outline = ON".  Alternatively, go to Tools-Options-Copper Planes-Hatch and Flood and set the radio button to "Pour outline".
The copper plane will not come through in the Reuse if it is not in the outline mode prior to creating the reuse definition.  In your Filter add a check mark for only Parts and Shapes. Area select the parts and planes you want to define as a reuse, press the F5 key on the keyboard to select the associated pin pairs for the selected components, RMB-Make Reuse.

PADS VX.2.3 and earlier:
The copper pour must be in Pour Outline mode in order for this to function; split planes must be in Plane polygon outline mode. The pour/plane cannot be flooded or in Hatch Outline mode when the Reuse is created.
Type in the modeless command PO to toggle the copper pour outline mode. The status bar should display "Show Pour outline = OFF".  Alternatively, go to Tools-Options-Drafting-Hatch and Flood and set the radio button to "Pour Outline".
For split planes, type in the modeless command SPO to switch to split plane outlines. Alternatively, go to Tools-Options-Split/Mixed Planes and set the radio button to "Plane polygon outlines".
